North Smithfield is a town in Providence County, Rhode Island, United States, settled as a farming community in the 17th century and incorporated into its present form in 1871. North Smithfield includes the historic villages of Forestdale, Primrose, Waterford, Branch Village, Union Village, Park Square, and Slatersville. The population was 10,618 at the 2000 census.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities.
