Valley is a city in Douglas County, Nebraska, United States. The population was 1,788 at the 2000 census. Valley is the hometown of Gail Rock, who used it as the basis for the small town Clear Rock in her Addie Mills books, of which "The House Without a Christmas Tree" is best known. The Town of Valley recently consolidated its public school system with neighboring town, Waterloo. The merged schools are called Douglas County West Community Schools. Valley is also home to the area's National Weather Service office, serving portions of eastern Nebraska and southwestern Iowa.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
