Devens, Massachusetts is an unincorporated village, census-designated place in the towns of Ayer and Shirley, in Middlesex County and Harvard in Worcester County in the U.S. state of Massachusetts. It is the successor to Fort Devens, a military post that operated from 1917 to 1996. The area itself is named after jurist and Civil War general Charles Devens. The population was 1017 at the 2000 census.

What is utilities law?

Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities.
