Sycamore is a city in DeKalb County, Illinois, United States. It has a commercial district based and centered on Illinois Route 64. The population was 12,020 at the 2000 census, and as of the 2005 estimate it was 14,866. It is the county seat of DeKalb County.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities.
